About the Monitor

The Monitor was launched in 2011, in response to the urgent need to provide information and statistics on the situation of people with disabilities and their needs, due to the absence of official information, or the inability of people with disabilities and their organizations to gain access to the information available in official administrations.

The Disability Monitor aims to provide up-to-date information on the situation of persons with disabilities in Lebanon, put pressure on rights violators, connect between concerned people and parties, and familiarize persons with disabilities with their rights and their active role in monitoring information and using it in campaigns and activities to advocate for their rights.

The Team

The Monitor includes a steering committee consisting of disability associations, civil society organizations active in the field of monitoring and human rights, as well as experts and activists. It also has an advisory committee consisting of disability associations and institutions, as well as a network of volunteer investigators.

Scope of Work

1. Receiving Complaints

The Monitor receives complaints from people with disabilities through the form attached below, as well as at our several focal points, which will increase in number as advocacy for the rights of people with disabilities grows. People can also report through any medium available, as long as the complaint is clear and accurate.

2. Preparing Periodic Reports

We compile the complaints of persons with disabilities and record them in a report describing and categorizing those complaints, according to the axes of Law 220/2000, to be issued on a quarterly basis. We then submit the report to the relevant authorities in order to find solutions and stop the violations. The Monitor’s support body, which is formed of associations of persons with disabilities, families, civil society organizations, service providers, and public sector institutions, develops a work mechanism and a follow-up plan to address the complaints contained in the report. It also intervenes directly through several methods to defend rights, eliminate violations, and propose solutions.

3. Awareness Guides and Trainings

The Monitor also publishes awareness-raising and training manuals related to disability issues. Our team works to train persons with disabilities on monitoring principles and mechanisms, enabling them to create advocacy campaigns and advocate for their legitimate rights.

4. Organizing Activities and Projects

Direct activities were added to enhance awareness of rights among persons with disabilities, including creating a network of projects with shared objectives. By documenting the experience of persons with disabilities in capacity building, a training manual on monitoring mechanisms was developed. Partnerships with various parties were also strengthened and diversified. In addition, media activities were organized to support the Monitor in achieving its objectives.
