In the fourth year of the Monitor’s work, it tried to reach a specific number of persons with disabilities in their places of residence or work in order to produce a qualitative report on their situation, on the one hand, to compare it with the previous three reports, which may not differ much in content from the current report, and on the other hand, to avoid the difficulties encountered by the monitoring teams in the first three years, on the other hand. Based on the 2015-2016 interim plan, we aimed to activate the work of local monitoring groups, composed of people with disabilities who underwent a number of training sessions on basic rights, local and international legislation, and monitoring mechanisms, to target about 100 families in Lebanon, each with at least one disabled member. The aim of these investigative visits was to involve investigators with disabilities in the systematic monitoring process, develop their field capacities, and come up with ninety forms on the violation of the rights of persons with disabilities that fall under the main sections of Law 220/2000. Other results of these visits will emerge after the monitoring teams are trained to draft a “case study” in each targeted area as a practical development of their activity in the fifth year of the Observatory, 2016-2017.
