Protective Environment Enhancement and Joint Advocacy for Lebanon

LUPD implemented, between July 2023 and June 2025, the project Protective Environment Enhancement and Joint Advocacy for Lebanon in collaboration with the International Rescue Committee (IRC) and a coalition comprising (DRC, INTERSOS, Abaad, LUPD), and with funding from the European Commission for Humanitarian Aid (ECHO).

This comprehensive project aims to reduce vulnerabilities among crisis-affected and displaced populations in Lebanon (Syrian refugees, Lebanese, and undocumented persons), with a special focus on reducing risks faced by persons with disabilities, especially women with disabilities.

Key Achievements of the Project

Outreach and Protection Services

  • More than 1,643 beneficiaries were reached in Middle and North Bekaa, including 822 persons with disabilities.
  • We provided mental health and psychological support services (MHPSS) to 150 beneficiaries, most of whom were survivors or at risk of violence, focusing on cases of depression, anxiety, and aggressive/self-harming behavior.
  • Case management services for survivors of gender-based violence (GBV) provided support to 153 women and girls to ensure access to safety, health, and legal services. Additionally, protection case management services for non-GBV survivors were launched, reaching 83 persons.

Empowerment and Social Support

  • Approximately 47 focused psychosocial support groups were formed (using methodologies such as “Arab Women Speak,” “Women of the Sun,” “Girls of the Sun,” and “Engaging Men”), targeting 670 persons, including dedicated groups for men with disabilities to enhance their participation in anti-violence efforts.
  • Community committees completed their “Advocacy ABC” training to activate their role in community advocacy campaigns, and they participated actively in campaigns such as International Women’s Day and the 16 Days of Activism against Gender-Based Violence.

Material and Logistical Support

  • 189 mobility aids (wheelchairs, toilet chairs, and others) were provided and secured for persons with disabilities to enhance their mobility independence.
  • 150 personal hygiene kits were distributed to women and girls with disabilities or caregivers of persons with disabilities.
  • Cash assistance was provided to 50 persons to protect them from dangerous situations they were experiencing.

This project affirms our commitment to integrating disability issues into the heart of humanitarian response and protection, ensuring a safe and supportive environment for all affected populations in Lebanon. Despite operational challenges resulting from the security situation in 2024, the team was able to adapt services flexibly through remote case management and mental health support, and work within emergency plans to ensure continued access to effective and ethical support, affirming LUPD’s steadfast commitment to protecting and empowering the most vulnerable groups.
