The second issue of the Inclusive Development newsletter was published in March 2011. In the editorial, colleague Silvana Al-Laqqis addressed the public budget as the concern of every Lebanese citizen, explaining the need for civic involvement in drafting budgets and making their strategy participatory. The issue included the topic of the cost of educational inclusion under the title “Our Right to Learn: A Built Environment for All.” The issue also introduces the public budget, explaining its principles and how it is prepared.
