A Technical Guide on Policies: Decision Making

The toolkit aims to help policymakers engage in inclusion decision-making. It is a decision that involves people with

Disability, according to their own principle of “nothing about us without us”.

Whether you’re a policymaker, a journalist, or a member of a community organization, involving people with disabilities will improve the efficiency of what you do.

The toolkit is based on general principles and approaches articulated in international and European human rights documents, including the UN Convention on the Rights of Persons with Disabilities (CRPD).

The toolkit provides background on the idea and practice of inclusive decision-making, global and local case examples, session plans for use in training and other resources.

The toolkit is part of the work to develop an international framework that seeks to enhance the participation of persons with disabilities and their rights organizations in decision-making processes.

Six countries worked on the framework through their collaboration in the IDEAS project, funded by the European Commission. The project draws on the expertise of civil society organizations working to promote the rights of people with disabilities, in partnership with the British Council and six civil society organizations, to share experiences on approaches to inclusion at the national and international level, with the aim of enabling inclusive local and national decision-making.

The six countries operating under the IDEAS umbrella are Armenia, Azerbaijan, Georgia, Jordan, Lebanon and Ukraine.

The project relies heavily on UK expertise, including the development of the toolkit, which was written by disability specialists, in conjunction with experts from each of the countries involved in the project.
