In an advanced human rights step, and at the initiative of Lebanese MP Halima Kakour, a number of MPs in the Lebanese parliament sent a question to Foreign Minister Abdullah Bouhbib and the caretaker government as a whole through the Speaker of Parliament regarding the rights of disabled people in times of war and the obligation to implement international conventions.
The question, submitted by MPs Halima Kakour, Yassin Yassin, Charbel Massad, Firas Hamdan, Ibrahim Mneimneh and Cynthia Zarazir, included a number of issues related to the rights of disabled people, and called on the Minister of Foreign Affairs to submit a report detailing the reasons for the delay in notifying the UN General Secretariat of the instrument of conclusion of the International Convention on the Rights of Persons with Disabilities, and to explain the steps he took to find solutions to remove the complications. He also called on the Lebanese government to take urgent steps to ensure the implementation of the Convention and to establish a clear mechanism to implement Law 220/2000 on the rights of persons with disabilities in Lebanon.
The Lebanese Parliament ratified the International Convention on the Rights of Persons with Disabilities on April 12, 2022 (without reservations), by Law No. 291/2022, which was published in the Official Gazette on April 14, 2022. The Parliament then referred the Convention to the Lebanese government, which issued the decree to conclude this Convention and its Protocol, under number 42, on February 6, 2023, making the Convention binding. However, Lebanon has not officially notified the UN Secretariat of this, so Lebanon is not considered to be among the countries that have acceded to the Convention until today.
