This project focuses on enhancing the social inclusion of persons with disabilities through the development of inclusive municipal policies in three main Lebanese regions (North, Beirut, and Bekaa), in collaboration with 11 partner municipalities. The project begins with an in-depth and comprehensive research phase extending over several weeks.
The research included a careful review of literature, previous municipal policies, and investments completed between 2010 and 2020, in addition to conducting in-depth interviews and implementing focus groups with mayors, municipal staff, organizations of persons with disabilities (OPDs), and 15 persons with disabilities within each targeted municipality in the selected regions.
This consultative phase aimed to:
- Identify achievements, challenges, and remaining gaps in municipal services provided to persons with disabilities.
- Organize intensive awareness sessions for municipalities on accessibility and human rights.
- Formulate a policy paper and a draft comprehensive guide for inclusive and accessible municipal work, with the participation of representatives from municipalities and human rights organizations.
The project also worked on a legal review towards an inclusive municipal law, presenting recommendations to enhance inclusion.
This project aimed to provide local decision-makers with a clear, evidence-based roadmap to ensure that Lebanese cities are accessible to all, reflecting the rights of persons with disabilities to participate and access municipal services with dignity.
